Shakhtar Donetsk warns Spurs of legal action if they attempt to sign Manor Solomon

Shakhtar Donetsk's CEO, Sergei Palkin, has issued a warning to Tottenham Hotspur, stating that the club will face legal action if they attempt to sign winger Manor Solomon on a free transfer.
 
Spurs have been linked with the 23-year-old player, who spent the previous season on loan at Fulham after suspending his contract with Shakhtar.
 
Palkin expressed his dissatisfaction with FIFA's decision to amend Annex 7 of the Regulations on the Status and Transfer of Players due to the conflict between Russia and Ukraine. This amendment allows foreign players employed in either country to unilaterally suspend their contracts if they wish to leave the region.
 
Solomon took advantage of this provision to join Fulham last season. However, he still has one year remaining on his contract with Shakhtar and is reportedly seeking a move to another English club.
 
Following FIFA's recent announcement of an extension to Annex 7 until the summer of 2024, several affected clubs, including Shakhtar, have expressed strong opposition, believing that they are being unfairly disadvantaged by losing potential transfer income.
 
Shakhtar estimates that Annex 7 could result in the loss of up to €80 million in transfer fees if players like Solomon are allowed to leave the club without a transfer fee.
 
Although the Court of Arbitration for Sport upheld FIFA's original decision, Shakhtar is now preparing a case at the Swiss Federal Tribunal and has also lodged an appeal with the European Commission. Palkin warned Tottenham that they would face legal consequences if they try to exploit the situation.
 
Palkin revealed that he had contacted Solomon and his agent, inviting the player to return to Shakhtar and assuring him a place in the starting lineup for Champions League games.
 
However, Solomon has expressed his desire to stay in England, and Palkin anticipates that he may join Tottenham. Shakhtar is prepared to take legal action against the London club, claiming "unjust enrichment" if they acquire Solomon without paying a transfer fee.
 
Palkin extended his warning to any club planning to sign Shakhtar's players utilizing Annex 7 this summer, emphasizing that Shakhtar will pursue claims for unjust enrichment against both players and clubs who benefit financially from acquiring their players without paying a transfer fee. Shakhtar expects these clubs to face obligations to provide restitution for the financial advantage they gain at the expense of Shakhtar.
