This decision follows Messi's absence from a Sunday friendly in Hong Kong, which led to discontent among fans who booed the Argentinian and co-owner David Beckham.
Messi, an eight-time Ballon d'Or winner, acknowledged an improving leg injury during a Tokyo press event but remained mum on his participation in the game against J-League's Vissel Kobe.
The tickets for Inter Miami's pre-season tour in Japan, part of the US Major League Soccer (MLS), ranged from 10,000 yen ($68) to 200,000 yen ($1,346), with additional "special experience" packages at higher prices.
The previous Hong Kong match witnessed nearly 40,000 spectators, who expressed frustration as Messi remained on the bench during the 4-1 victory against a local XI. The Hong Kong government sought explanations from the match organizers, who had initially requested public funding but withdrew the grant application following Messi's non-participation.
Inter Miami's win in Hong Kong broke a streak of four pre-season matches without a victory. The team drew 0-0 in El Salvador, suffered losses to FC Dallas and Saudi Arabian club sides, with Messi making a brief appearance as a substitute in the latter.
One more friendly remains for Inter Miami, facing Argentina's Newell's Old Boys at home before the commencement of the new MLS season on February 21.
