Chelsea Manager Enzo Maresca Calls for Reform of Financial Rules

Chelsea manager Enzo Maresca has expressed concerns that current financial sustainability rules need revision to prevent clubs from excessively capitalizing on academy graduates. His comments come as Conor Gallagher is poised to join Atlético Madrid, adding him to a list of Chelsea youth products, including Mason Mount, Lewis Hall, Ruben Loftus-Cheek, Ian Maatsen, and Callum Hudson-Odoi, who have been sold over the past two years. Additionally, players like Armando Broja and Trevoh Chalobah are expected to depart before the transfer window closes at the end of August.

 

The need to recoup funds has become pressing for Chelsea after spending over £1 billion ($1.3 billion) in the last four transfer windows under the new ownership led by LA Dodgers co-owner Todd Boehly and private equity firm Clearlake Capital. Selling academy graduates helps clubs comply with financial regulations, as the full transfer fee is recorded as profit, which is crucial for adhering to the Premier League's profit and sustainability rules. These regulations limit Premier League clubs to losses of £105 million ($134 million) over a three-year period, and have contributed to a sluggish transfer market this summer.

 

Maresca, who joined Chelsea from Leicester in June, criticized the rules for forcing clubs to sell academy players to meet financial requirements. He drew a comparison to the Italian model, where players like Francesco Totti spent their entire careers at a single club. Maresca suggested that if the goal is to protect academy talent, the rules might need to be adjusted. His remarks reflect a broader concern about how financial regulations impact club management and player retention.

 

As for Gallagher, the 24-year-old, who served as Chelsea's captain for much of last season due to Reece James' injury, is set to join Atlético Madrid in a £33 million deal. Despite some fan discontent over his potential departure, Gallagher, who had only one year left on his contract and reportedly turned down a two-year extension, appears to be moving to Spain. Maresca noted that such decisions are part of the football business and hopes that the final outcome will benefit both Gallagher and the club.
