According to the Authorities, Ukrainian Athletes Shouldn't Compete Against Russians in Olympic Qualifiers

According to government minister Oleh Nemchinov, Ukrainian athletes won't be permitted to compete in 2024 Paris Olympics qualifying events if Russians are also competing.

Russian and Belarusian competitors should be permitted to compete under a neutral flag, according to the International Olympic Committee (IOC).

Following a suggestion from Vadym Guttsait, minister of sports and president of Ukraine's Olympic committee, the decision was made.
Participating federations run the risk of being punished and losing their "national status."

IOC president calls the government's criticism of the athletes' return from Russia "deplorable."
"At a meeting of the government, a protocol decision was made on the proposal of colleague Guttsait that we take part in qualifying competitions only where there are no Russians," Nemchinov said.
"Accordingly, participation outside these criteria may be grounds for depriving federations of their national status."

In the event that the ban on Russian and Belarusian competitors is not upheld, Ukraine has threatened to boycott the Paris Games.

In response to Russia's invasion of Belarus in February 2022, the IOC requested that federations bar athletes from Russia and Belarus' important ally.
Their updated advice only applies to individuals, not teams, and it has not yet been decided if Russians and Belarusians will be allowed to compete at the 2024 Summer Olympics in Paris.

The IOC has stated that it will find a means to permit athletes from those countries to compete at the Games, nevertheless.
